Two quick fixes to stay cool in the summer months:
1. Windows trap heat and Aluminum reflects heat: Buy aluminum foil (you can get tons of it real cheap) and duct tape the foil to the outside of all your windows through which the sun rays can enter while allowing a breeze to flow through the non-sun ray windows... this won't work if the wind itself it hot, such as in a desert. Cover the outside of your sun facing windows (and any wooden or metal fixtures) and the heat gets reflected out... and a hot room becomes much much cooler!
{For cold weather... try taping aluminum foil to the inside and outside of all windows... will look kinda weird, probably should cover that up such as a tarp or whatever is relevant for you. The goal here is to reflect heat inwards and insulate any leaks allowing cold air inside.}
2. Making a simple air cooler: Get a plastic tub with a large area surface and fill it with ice. Cover with plastic and use a fan to spread the cool air. This can be done in many ways.... the simplest being to just fill a tub with water, put lots of ice into it and blow the wind from a fan across it (as done here or here). A more sophisticated air cooler involves using copper tubing or a radiator to create a grid so you can cool the metal and blow the wind through the gaps in the metal (such as the one here). One problem you'll have to deal with is humidity, though making a basic an air filter may help reduce humidity.

When he was just 14 years old, Malawian inventor William Kamkwamba built his family an electricity-generating windmill from spare parts, working from rough plans he found in a library book. (He could barely read. He used just diagrams to figure out how to make his windmill)
